Biodiversity Expert (Kerala)

JOB LOCATION: Thiruvananthapuram

About the Job: IORA is looking to hire a self-motivated, enterprising and hardworking individual to work as a consultant for its Forestry Programme for carrying out biodiversity study in Thiruvanthapuram division. This is a contractual position based out of Thiruvanthapuram and may require the candidate to travel to forest areas/ project landscape. The expert will work with Project Manager and Regional Director in preparation of detailed list of species based on local site characteristics and other natural attributes.

About The Project 

Iora is a part of the Forest Partnership for Landuse Science 2.0: Forest For Water And Prosperity (Forest-PLUS 2.0) program. Forest-PLUS 2.0 is a five-year USAID-funded program aimed at improving management of targeted forest landscapes in three states in India for enhanced ecosystem services and increased inclusive economic opportunities. 

One important component of the project is to develop technical tools that increase the application of management planning processes on public and private lands in forest landscapes. This would help Improve the collection, management and application of information needed in land management decision-making. The project is in the process of developing a Decision Support System (DSS) that will contribute towards bridging the gap between planning and implementation of forest management interventions. It would be used for the development and deployment of specific activities and key decisions to be undertaken in accordance with the prescriptions and models as laid out in NWPC compliant Working Plans.

Towards the development of a DSS, the IORA is looking to hire a consultant to aid in collection and generation of species information suited to inform afforestation decisions in the Forest-PLUS 2.0 landscape of Thiruvanthapuram, Kerala. The expert will be responsible for documenting current biodiversity and its conservation status in the landscape. S/he will work closely with the IORA team, key stakeholders and local institutions to gather requisite information. Work also involves analysis of available information published in the scientific and technical literature (such as studies and policy and planning documents) and documentation of key findings.

Tasks 

Development of a Decision Support System (DSS) will help in making decisions that can support forestation and sustainable land use management with a focus on water conservation in the identified landscapes. The development of DSS will involve web-based and easy to use platforms integrated with suitable soil and water conservation parameters, geospatial layers and management techniques for both forestry and non-forestry users. 

The DSS development also aims at providing a simulated model with the help of indicators of sustainable forest management that could help to create a current & future scenario to develop a comprehensive quality reference and also has the qualities for iterative on-demand, on-site and ad hoc analyses in consultation with stakeholders.

Detailed Scope of Work

The Expert will advise and provide following services –  

  1. Identify site-specific species suitable for afforestation in Kerala (based on factors such as soil characteristics, temperature, rainfall, forest types).  
  2. Provide a list of rare and endemic plants and highlight their uniqueness (e.g. unique ecological adaptations, distinct spatial and taxonomic patterns, distinct phylogenetic position, etc.).
  3. Coordinate field validation of afforestation species choice for different strata. Inform the sampling strata selection.
  4. Provide guidance on forest succession stage planning for afforestation species.
  5. Facilitate the creation of geospatial layers for afforestation based on data and associated field validation.
  6. Validate the prepared list of species through consultation(s) with stakeholders.
  7. Present the findings, as necessitated, before Forest-PLUS 2.0 team and State Forest Department.
  8. Prepare and submit a project report.

Eligibility Criteria

  • Post-graduate degree/ doctorate in any of the following disciplines from recognized University:
    • Botany (with specialization in plant taxonomy)
    • Forestry 
    • Environmental Sciences 
    • Ecology
  • Understanding of policies, guidelines and legislation related to ecology and biodiversity conservation.
  • Basic knowledge on application of taxonomy in resource inventory (flora) demonstrated in the project area. 
  • Preferable – 10 years of experience in conducting ecological surveys and preparation of status reports for endangered species of plants in the project area. Also experience in providing guidance and support for conservation of species and habitats.
  • Proven record of publications in peer-reviewed SCI journals.

Programme Steering and Reporting

The consultant will submit monthly timesheets and activity reports in the given format.

Quality assurance and other requirements

To ensure the quality of outputs, the consultants should meet the following requirements:

  • Zero plagiarism in reports and deliverables. IORA honours intellectual copyrights and strictly prohibits any copyright violations and plagiarism
  • Keeping Project staff informed. The consultant should ensure that IORA staff is briefed continuously on work undertaken and informed immediately in case of any deviations whatsoever (e.g. delays, availability of information etc.)
  • Data Confidentiality. The consultant has to maintain the confidentiality of the data. The data/information/findings/outputs and any other classified information collected under this assignment shall not be used by the consultant anywhere and in any manner without prior permission from IORA. The project data will not be used for any personal purposes, research work or publication. 
  • Timelines shall be strictly adhered to and delay in any of the deliverable shall be reported in advance.

The person shall carry out climate simulations for Kerala towards the development of an afforestation decision support system. Detailed Scope of the work

The Expert will advise and work on preparing 20-year climate simulation scenarios for Kerala. Deliverables will include

  1. Generation of spatial output based on climate simulations for temperature and precipitation.
  2. Generation of high resolution grid output based on RCP 4.5 and RCP 8.5 model analysis and its implication on species composition/ species behaviour in the future.
  3. Providing model outputs of climate change scenario analysis for important forest types/key species in Kerala, including climate-induced vulnerability of forests.
  4. Providing spatial outputs of all the above-mentioned analyses for its integration in the Decision Support System.
  5. Review and verify the appropriate approach of the scenario analysis outputs and its integration into the Decision Support System.
  6. Conduct a workshop on the findings to validate the results.
  7. Present the findings before the project team and the State Forest Department.
  8. Prepare and submit a detailed project report.
